SEMICONDUCTORY MATERIALS AND INSTRUMENTS
The article considers the to enhance the efficiency the thermoelectric heat pump by making the branches of semiconductor p- and n-type as nanofilms and creating conditions for the emergence of additional thermoeffect between the hot and cold junctions of dissimilar metals that will create a more efficient heat pumps with small dimensions.
INFORMATION TECHNOLOGIES
In work the information system, allowing to automate process of the analysis, an estimation and a choice of the investment project of agricultural building most favourable from the economic point of view on the basis of the comparative analysis of such indicators, as is offered: the modern (pure)
discounted cost of the project,an index of profitableness (profitability) of real investments, internal norm of profitableness of real investments, profitability of actives of the project and a project time of recovery of outlay.
It is argued in the paper that an important institution capable of providing information support for innovation processes in the Russian agro-industrial complex can be the agricultural advisory institution. The paper presents recommendations on integrating this system into the mechanism of efficient government management of the domestic agro-industrial complex’s innovative development.
The informatization of judicial authority has been put in the federal target programs which provide the solution of such tasks as the formation of the common information space, the realization of the constitutional principles of independent judicial authority and the independence of judges, the increase of the efficiency of the courts activity, and also the realization of the rights of citizens and legal entities on judicial and legal information.
The list of program complexes, information subsystems and systems, which allow to automate the process of legal proceedings and the work of bodies of judicial authority has been provided.
PHYSICAL AND MATHEMATICAL MODELING

A different kinds of databases, based on the relational algebra models, are used at present time. In case of graphical databases the known models are need of very large information resources for the data store and data management. In this paper a geometrical approach to the data granulation presented. As a practical result of granulation very sufficient data compression is obtained. The
practical application of the new kind of data models is the image databases for the complicated form objects

This article outlines the results of analytical and experimental research of authors under the decision of problems of increase of service life of components of ships (propellers) details of their machines and mechanisms (axis, fingers, hydraulic pumps, cylinder liners of diesel engines)subject to intensive cavitation erosion and wear.
A new option cavitation resistance, including structural, physical, mechanical, electrochemical properties of materials and coatings. The novelty criterion is that when using it creates the possibility of a priori determination of the composition and structure kavitatsionnogo material coverage for specific components of ships, the details of their machines and mechanisms. The advantage of the new parameter cavitation resistance of the authors in the fact that it allows you to calculate the period (resource) warranty details in the conditions of influence of cavitation. This is a pioneer in the world practice. On the basis of new theoretical positions of the authors developed compositions diffusion and plasma kavitatsionnogo coatings.
BUILDING AND ARCHITECTURE
Seismically active areas of Earth are built up more and more every year, and earthquakes bring big material and moralny damages. As a result of long searches and researches we developed kinematic walls which possess good adaptive (adapting) properties, and they, are quite acceptable for practical application. As show the numerous researches conducted by us on physical models and with use of the computer, efficiency of kinematic designs offered here is rather high: here seismic forces it is less в 5, 10, 15 times, than in buildings on the usual bases.
The main components of seismic risk areas are: seismic hazard, seismic vulnerability of the elements of building area, social and economic losses in the earthquake. Each of them depends on a large number of parameters, both the earthquake and buildings. One of the main object is the lack of earthquake resistance of buildings on the basis of which. You can determine the possible
extent of his injuries. Calculate the probabilities of degrees of damage to buildings on the territory of seismic hazard and vulnerability of buildings, depending on the extent of damage, we can estimate the seismic risk areas. In the article, this approach is implemented by the example of building the city of Makhachkala.
The way of the account of nonlinearity of deformation of concrete and reinforcement bar and cracking in concrete in finite element analysis of reinforced concrete columns of rectangular section is described. The column is made from solid eight nodes elements modelling concrete, and the rod elements modelling reinforcement bar, thus the column is considered as a superelement which characteristics are resulted in the nodes laying at end faces of a column.
Diagrams of deformation of concrete and armature are accepted according to working building norms. The superelement developed was implemented into finite element program PRINS, and consisting of this program can be used for physically nonlinear analysis of building structures, containing the reinforced concrete columns of fectangular cross section.
ADVANCED TECHNOLOGIES

In this regard, at the forefront are the problems of scientifically grounded complex calculation methods of building structures for strength and durability, allowing on the basis of a full consideration of the actual condition of the material to make the optimal design of the road pavement.
In work results of researches on development of a new way of determination of optimum frequency of rotation of cans at rotational sterilization are presented.
Optimum frequencies of rotation for various product range are specified in various banks. It is established that the optimum speed of rotation of cans can be determined on the maximum speed of heating of a product in the least warmed up point.
