Investigation of the multicriteria conflict of Organizational and Technical Systems on the example of the situational center of the internal affairs agencies

Objective. The purpose of the study is to investigate a multi-criteria conflict between organizational and technical systems using the situational center of the internal affairs agencies as an example. The study aims to analyze and optimize the interaction of system components to improve its efficiency.
Method. The study is based on mathematical modeling methods based on conflict theory, construction of a G-interaction multigraph, calculation of weighted average balance scores, and software implementation of the assessment methodology.
Result. Conflict interactions between subsystems have been proven to predominate in the structure of the organizational and technical system under study. It has been revealed that the system elements are unable to effectively coordinate their actions to achieve common goals, which significantly reduces its performance. Conflict mitigation strategies are proposed, including the identification of critical performance indicators and structural and parametric modification of the system.
Conclusion. The results of the study demonstrate the need to improve the mechanisms of interaction between system elements. The developed methodology and software can be used for further research in this area.
