Editorial Policies

Aim and Scope

"Herald of the Dagestan  StateTechnical University. Technical Sciences" is a peer-reviewed scientific and practical journal covering the development of fundamental and applied knowledge in the field of technical  sciences.

The concept of the journal is to publish the results of scientific research and development that contribute to the development of existing and the formation of new scientific schools in the relevant fields of science.

The objectives of the journal are to provide the professional community with reliable and reliable information about the most promising and original results of the conducted research in the field of physical, mathematical, technical and economic sciences performed in scientific, educational and manufacturing organizations.

The tasks of the journal are: coverage of the results of scientific and scientific-practical activities in the field of physics-mathematical, technical and economic sciences; Creation of a single scientific platform for the integration of knowledge and experience of domestic and foreign scientists and practitioners in these areas; Ensuring that the authors need the approbation of research results; Free open access to the results of scientific research; Creation of conditions for a global exchange of scientific knowledge.

The functioning of the journal is focused on maintaining its high scientific status, credibility and compliance with criteria established by the standards of Russian and international scientific communities, as well as international publishing activities.

The competitive advantages of the journal are: reflection of scientific knowledge in the field of development of semiconductor thermoelectric devices and research results, electro-and thermophysical processes taking place in them; consideration of unique issues of application of innovative technologies and methods in construction and architecture; in informatization and management; in the economy and the organization of production.

The majority of the articles in the journal are dedicated to the technical sciences.

The journal accepts to the publication original articles of Russian and foreign scientists and practitioners, including young ones.

Open Access Policy

“Herald of Dagestan State Technical University. Technical Sciences” is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

The procedure of reviewing scientific articles submitted to the journal «Herald of Dagestan State Technical University. Technical Sciences».

Reviewing and editing of all incoming manuscripts the editorial Board are made in accordance with the requirements for the publication of scientific literature. Based on the review, the editorial Board may decide to publish or to recommend the author to modify the article or to reject it.

Reviewers are the reputable scientists and specialists.

Database of reviewers of the journal, numbering 100 people, is constantly being updated. Each article is assigned to be checked by at least two reviewers. Selection of reviewers is carried out by members of the editorial Board based on professional interests of the reviewer and to avoid possible conflict of interest. The journal applies so called bilateral blind review (the authors do not know the names of reviewers and the reviewers don’t know the names of the authors).  Articles are sent to reviewers only for their study and writing of the review. The transfer of paper materials to third parties is to be approved by editor. For the preparation of the review experts are given the deadline – 2 weeks. If there is a delay with the answer, the reviewer is sent the corresponding request. In case of a significant delay or refusal of the reviewer the editorial Board finds the other candidate of the reviewer. If the reviewer gave a positive review without elaboration, the article is included in the editorial portfolio for approval at the next editorial Board and the subsequent signature in print. If the reviewer gave a positive review with a recommendation revision, the author makes corrections, agreed with the reviewer, then the paper is discussed at the editorial Board meeting for approval. If the reviewer gave a negative review without elaboration, the authors are sent reasoned refusal signed by the Deputy editor. All articles received positive feedback from reviewers are submitted for approval at a meeting of the editorial Board. Each article is presented at the meeting by one of the members of the Board participating in a review article or a specialist on the profile of the article. Final approval of the article for publication or its rejection rests with the editorial Board. 

Not permitted for publication:

- Articles not performed in accordance with the requirements of scientific publications; 

- Articles which haven’t been revised at the recommendation of the reviewers;

- Articles in which the authors do not make constructive comments of the reviewer or arguments do not refute them.  Rejected papers revised by the authors are eligible for re-submitting them to the editor and reviewed in a General manner.  The reviews are kept in editorial office for 5 years.
Upon request, the editors may send copies of reviews to the Ministry of Education and Science of the Russian Federation.

 

Indexation

Articles in «Herald of Dagestan State Technical University. Technical Sciences» are indexed by several systems:

  • Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

Publishing Ethics

Ethical code of scientific publications of the  «Herald of Dagestan State Technical University. Technical Sciences»

All the submitted papers are peer-reviewed by minimal 2 reviewers considering the originality, research content and ethical matters.

The compliance with the international ethical standards is of great significance for the all parties: authors, editors, reviewers, publishers.

This code is based on the Principles of Transparency and Best Practice in Scholarly Publications of the Committee of publication ethics.

The obligations of the editorial board

1. A decision to accept the article for the submission.

1.1 The editorial board of the  «Herald of Dagestan State Technical University. Technical Sciences» is responsible for the scientific contents of the journal. This decision is based on the peer-reviews of the manuscripts.

1.2 The editorial board follows the publication code of the journal and the copyright legal issues. The editor-in-chief may include additional editors during the decision-making process.

2.Confidentiality

2.1. The members of the editorial office and reviewers are prohibited from disclaiming any information about the submitted paper and its content due to confidentiality (except the authors of the article, peer-reviewers, editorial members and publisher).

3. Disclosure and conflict of interests.

3.1. Non-published materials can not be used by the editorial office or the reviewers for a private use or for a transmission to a third party without a written author`s permission.

The obligations of the peer-reviewers

The peer-reviewers support the scientific editor in decision-making and support the author in improving the paper.

1. Confidentiality

1.1. The papers submitted to the editorial office are considered confidential matters. The submitted papers must not be disclosed to any third parties, except those confirmed by the editorial office.

2. Confirmation of information sources.

2.1 The papers published or to be published in other journals are not accepted. The description of any methods, scientific facts or discussions must be supported by the correct reference. The peer-reviewers are obliged to inform the editorial office about any plagiarism detected in the paper.

2.2 Peer-reviewers should identify non-referenced research work. Each earlier reported evidence should be accompanied by a reference. Peer-reviewer is obliged to report any plagiarism, multiple, excessive and competitive publications or double publications.

3. Disclosure and conflict of interests.

3.1 Any private information or ideas discussed during the peer-review are confidential and are matters of non-disclosure. The peer-reviewer is prohibited of reviewing the paper in case of any conflict of interest with any of the authors, industry or any other organizations related to the current paper.

The obligations of the authors

1. Originality of the data and plagiarism

1.1. The authors are obliged to guarantee the originality of the paper. Any data from the other papers or research works must be noted and referred to.

2. Access to data and its storage

2.1. The authors are obliged to present the data related to the current paper if possible. The authors must store the data related to the current paper as long as possible after the publication.

3. Multiple, excessive and competitive publications

3.1 Authors are prohibited from publishing the same papers or the papers describing the same data in multiple journals.

3.2 The submission of the same paper to multiple journals is unethical and unacceptable.

4. Confirmation of references

4.1 The authors are obliged to refer to the research papers they used during the preparation of the paper.

5. Authorship

5.1 The authorship of the paper must be limited to the persons who made a significant input into the concept, project, creation or interpretation of the data. Any other persons who made an input into some parts of the paper can be acknowledged.

5.2 The authors are obliged to guarantee that the list of the authors only contains people who made a significant input into the paper, and also that all the co-authors reviewed the paper, confirmed its final version and agreed to the publication.

6. Disclosure and conflict of interests.

6.1. All the authors and co-authors are obliged to disclose any financial or other conflict of interests, which may interfere with the results of the investigation.

7. Errors in the published papers

7.1 Authors are obliged to immediately address the editorial office in case of the detection of any errors or inaccuracies in the published paper.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

«Herald of Dagestan State Technical University. Technical Sciences» use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in «Herald of Dagestan State Technical University. Technical Sciences», authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in «Herald of Dagestan State Technical University. Technical Sciences» we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.
